PDF files generated by RtReports should support being generated with a password

When creating PDF reports in 3.3 AdobePDF would allow for password protection as one of the printing options. Since RtReports 4.0 no longer uses AdobePDF, the option to print with password protection should be allowed.

    The RtReports development team has completed work in RtReports 4.1. Upgrade to RtReports 4.1 to take advantage of this and other key new features

    The RtReports team is working on a feature to make generated pdf reports read-only. It is going to be configurable.
