RTReports honor AF Element Version

RtReports should honor the AF Element version history when listing which Elements are applicable to an Asset Context Template. Only Element versions which are active at the start time of the report should be used in the report.


Currently If there is a new AF version with an element with a new effective date, when trying to generate a past report, it does not take that into consideration and give an error related to that element.


The workaround is to change the effective date to a date in the past before that date for which that report needs to be generated and then the report runs correctly.
