Use digital states in AF instead of Enumeration sets

A customer thinks it is unreasonable to require all customers to recreate the linkage of a new attribute to a Enumeration Set that is a copy of the Digital State Set for the attribute’s linked PI tag. There should really be an Attribute “Value Type”=USE_DIGITAL_STATE_SET option that just looks up the input tag’s digital state set from the archive server and automatically mimics it.
