Fix for KI: EventFrame Extended property not removed after EF is closed

The first EFs created by the PI Analysis Service after a restart can have the Extended Property StatusInAnalysisService stuck in Reconciling even after the event frame has been closed. There is a workaround to fix the issue when it occurs (see EventFrame Extended property not removed after EF is closed ), however it requires identifying the affect Event Frames and then manually backfilling/recalculating them. This has been cumbersome for my customers and they would like to see a fix for this issue.
