Allow adding naming conventions

Administrating large systems require providing naming standards (for example when implementing international standards like ISA95) for various system elements: PI Point, AF DBs, Elements, Templates and so on. AVEVA software could support naming conventions with validating names against rules set up by administrators and at least informing administrators/users that they are trying to create object that doesn't follow rules. It could be implemented step by step in increments - I suggest to consider it for AF DBs first at it seems the easiest.
