Allow Analysis to use "BadVal"

We have many cases where data is showing up as "questionable" and thus cannot be used in an analysis even tho the value is still mostly good and can still be accurately used in a calculation. Being able to choose to use these "BadValues" would be a significant improvement over the current way it is being handled.

Attached is an example where we are summing the 3 data sources into one, the data is there for all 3 values for the whole time period but due to one of them being "questionable" for part of the time this data is all lost as the calc fails.
