Convert PI Builder from a COM add-in to an Office Add-in

This change will bring a few benefits:

  • PI Builder will become more secure. COM add-ins use ActiveX, and ActiveX is both deprecated and not secure.

  • PI Builder will become cross-platform.

  • AVEVA will be able to publish PI Builder to the Microsoft Marketplace if they wish.
