Restrict database access in bulk

We are using a number of databases through our business. However, only ONE of these is for open, internal access; the remainder are for bespoke works that only a few people require access to. Hence, rather than restricting user access individually to a given database, would it be possible to : a) blanket restriction to all, then select individuals who CAN have access AND b) enable access/restriction (ideally both available options) in bulk (eg select-all)
