Set individual database update interval for PI Web API Search Crawler

Currently the update interval is set on a global level.  If a user has an extremely large database, it would be nice to set that large database's update interval individually.  That way increasing the Update Interval doesn't affect all databases.  Especially is other databases are updated much more rapidly.

    In the upcoming PI Vision 2020 release, we will remove PI Vision's dependency on PI Web API, and thus the dependency on PI Indexed Search and the PI Indexed Search Crawler.
