Adding a rotate axis of the "Radial Gauge / Hinzufügen einer Rotatachse des "Radial Gauge"

Add functionality to radial gauge so that the gauge can be rotated to align the needle in a desired direction. This is how you can visually represent the swiveling device of rotary axes on an illustrated machine.
