Include other languages/cultures into PI Manual Logger

There is only a limited amount of languages available for PI Manual Logger. These are also controlling the Time and Number Format (decimal point or decimal comma). It is not possible to have the desired Time and Number Format with some language combinations. Other languages need to be included (for example dutch) to fulfill all needs. Another option would be to allow selecting language and Time/Number Format independently.
