Store the logon ID (Windows AD Account) of the user running an ML Web tour in a PI Tag

This enhancement request was previously tracked in Work Item 48156 "Need a way to log the user name automatically into PI with a tag" https://techsupport.osisoft.com/Troubleshooting/Known-Issues/48156 There should be an option in a tour configuration to capture the account of the person who fills in a tour on Manual Logger Web and automatically store that username in a PI Tag.
