Avoid Data Entry for Existing Event in PI Manual Logger

Currently, PI Manual Logger can only determine the value and timestamp of a tag in the current tour run. There should be an option which checks the existing events in the data archive and only allow new data entry for a tag at a new timestamp. The previous recorded events should remain unchanged. In the current PIML setting, the new value will replace the previous value.
