Increase logging for PIML Windows Service failures

When the PIML Windows Service is sending queued data to the Data Archive, it will fail if it encounters an "illegal" value.  However, the error logged only states what the illegal value was, but no identifying information about the tag or tour to assist with resolving the issue.  It would be helpful for troubleshooting if more diagnostic information was included with the error.

    For example, when sending a digital value that doesn't exist within the tag's defined Digital State Set, we see this error: Digital state not found: five : UpdateValue. It would be nice to know what tag this value is illegal for, what the timestamp for the value was, or even what tour/tour run the illegal value was found in.
