Remove the "New Display" button for users that are not publishers

Non-publisher users cannot save any display. It make then no sense for them to see the "New Display" button: they can create new displays but they cannot save them. It is frustrating for users to loose their work. I think this simple change will add consistency in the UI and will slightly increase the usability of PI Vision.
