Add feature for PB to PI Vision Migration Utility to use local folder if target linked display cannot be resolved.

As PI Vision admin I have to migrate ProcessBook displays from several users throughout the company. There is no easy way to open each display and check if the target display path is valid and fix via PI Processbook Support Tool before running the migration. Even after running the utility it is very time consuming to open the affected displays and fixing its paths.
