Restrict image uploading in new displays

We want to disable image uploading when creating a new display in PI Vision due to security considerations.

    Currently anyone with publishing access can import external images. This is a security concern as the images uploaded could contain zero-day vulnerabilities along with other malicious source codes. We would like to maintain the ability to allow users to create their own displays but lock the ability to upload custom images.
