Support importing PIW TOC entries

From a large customer: The only displays that get extracted from ProcessBook PIW files is embedded displays… and all the linked files are ignored… at most [of our sites] that is 50-80% of the content and the PIW file format is not easy to extract data from. We’ve been able to get most of what we need from them with a combination of PowerShell and Regular Expressions… but it was many hours of work to do so.
