XY Plots with Multiple Y scales enabled should allow custom limits for each scale

When creating a XY Plot with more than one attribute added to the Y Axis and enabling 'Scales'->'Multiple Y Scales', the user should have the possibility to select the voice 'Custom Limits'. This option is currently available only if the checkbox 'Scales'->'Multiple Y Scales' is disabled, not allowing the user to have multiple Y Scales and Scale Range='Custom Limits' at the same time.
