Add silent.ini for Processbook Migration Utility

Many users will need the PI Processbook to Pi Vision migration utility, and would like to be able to deploy without having send a helpdesk tech around to everyone.

Allow for the PB to Vision Migration Utility to be installed silently like other PI products, it currently only comes wih a setup.ini and not a silent.ini
