Update PIVisionAPI to expose folder permissions

With the new folder permissions enabled in PI Vision 2024, it would be useful for large organizations with many PI Vision servers to use the PI Vision API to get a report of all the current folder permission settings. This would allow updates to be made to folder permissions in a standardized way. It might also be useful to set folder permissions this way, but reporting on the current settings is more important.
