Allow Custom Time for Value Symbol Merged

The Value symbol should be configurable to have a custom Time Frame, or even a custom timestamp similar to DataLink's Archive Value (with comparable retrieval options like Interpolated/Next/Previous). This would allow the Value symbol to be used in comparable applications to the Custom Time Frames already available for Trends, XY Plots, and Time Series Tables. e.g., for displays that frequently look at historical data, a Value symbol could be set to '*' to allow current values to still be monitored.
