Allow auditing of display time settings

Users have reason to change Vision display time ranges while reviewing events and data, but often save displays with time ranges that do not include current time (end time = NOW). Some PI admins prefer to keep displays set to NOW to avoid confusion about non-current data, and would like to be able to check what time ranges are saved for displays in their Vision server to change the time range or notify users.
