Allow ability to grant some Utility users Read access and others ReadWrite

Currently the PI Vision Utility endpoint used by the PI Vision Display Utility, PI Vision API, and PI ProcessBook to PI Vision Migration Utility grants the same access to all Utility Users: either ReadWrite or Read: Restrict utility access to PI Vision.


We would like the ability to provide Read access to some users while maintaining Write access for others. For example, there are some users that want to use the PI Vision API but should not be granted Write access to all displays via the API, and at the same time PI Vision Administrators should still be able to use the PI Vision Display Utility to make bulk updates.
