Support a radial gauge symbol type.

    A configurable radial gauge will be included in PI Coresight 2016 R2. The gauge allows the configuration of pointer style, gauge angle, scale, multi-state, and color configuration.     Our users would like a radial gauge with configurable upper and lower limits.
