Set an Over-ride time zone for a specific display.

Set a time zone that all viewers of a display will see the data displayed in for a specific display. Capability like adding the UTC URL parameter. - except every time the display is opened. This would be handy for servers that support data for plants in several timezones and people want to see their data in the local / plant time - not in the viewers local time.
