Include border of polygons when setting transparency through Multi-State

Would be nice if all components of a polygon symbol were included when setting the fill to "Transparent" via Multi-State. Currently, if you want to turn on or off the visibility of a polygon (IE rectangle) only the fill is affected and the border is left behind still being displayed. Either that or give us Multi-State control over the border as well. Currently, the work around is to create two rectangles and set the layering so one is slightly bigger and behind the front rectangle so it looks like a border and set the Multi-State on the two symbols using the same data item.
