Allow hiding the Configuration database completely from PI Web API users

PI Web API Users can always view the "Configuration" database using https://webserver/piwebapi/assetservers/webid/assetdatabases, even after removing World identity from the entire AF server in PI PSE.The user cannot view the elements under the Configuration database but the attributes at the parent level remain visible
