Expose PI AF Saved Libraries in PI Web API

As a PI Web API developer or citizen developer, I would like to access PI AF Saved Libraries from a custom application using PI Web API and do the following actions: create library, import library from file, update library, export library to file, access content from the saved library...

An example use case would be to easily share PI AF Saved Libraries between PI AF servers within a corporation or with partner organizations.

Currently, PI AF Saved Libraries are only exposed in PI AF SDK, which does not support .NET 5 and requires PI AF Client to be installed where the application runs.
