RTQP 2023 SP1 SQL database execution script to be made available for download from customer portal

We might still need the SQL script because when the installer failed to run successfully for some reason, the SQL scripts won't be present.

AF SQL database execution script used to be available to download from customer portal until version 2018 SP3 Patch 3 which included the RTQP scripts.

    A lot of customers with enterprise SQL servers hosting multiple databases will not allow local groups to be created on the SQL Server, let alone running executable files, i.e, the installer. Not only should we have the SQL scripts available for download, but our default instructions and recommendations for accessing SQL by RTQP Engine and AF should not utilize local groups similar to what PI Vision does.
