Provide Granular Access Control for Data Archives in PI Web API

As an administrator, I want to restrict an application's access to Data Archives while allowing access to AF databases through PI Web API.

However, PI Web API loads all Data Archives configured in the Known Servers Table (KST) on the host machine. Consequently, any AF database exposed through PI Web API will also expose its referenced Data Archives.

Therefore, PI Web API does not provide a mechanism to restrict Data Archive visibility independently when AF database access is required.
