    Allow user to specify Start Time / End Time in a Collection filter

    Users should have the ability to specify a Start Time & End Time when filtering objects within a Collection.

    Allow end users to filter Collection symbols on standard PI Vision displays they do not own.

    Displays with collections may have standardized filtering applied and it would be useful to allow other users to modify the criteria.
