Disable display export

Starting with 2016 R2 data from displays can be exported to a file. It could be useful to be able to toggle this functionality so that an administrator could configure whether display data could be exported to file.

Create digital state set tables in Vision

Ability to create digital state tables (table exposing digital states for a set) that lists all available statuses for a set. This would help users who do not have access to SMT know the correct names for each state set and the available states.
