Refrain from creating PI Points when AF Analytics is doing an expensive calcultion

If it can be known that the Analytics service is busy with an expensive calculation, the Data Archive should pause on creating PI Points, as this is also an expensive operation and may interfere with the calculation completion.

Use a PI tag with point type timestamp as the retrieval method on an EF attribute.

Allow the ability to collect data at specific key points within an EF. Timestamps can be saved to a PI tag via a separate analysis or to an EF via an output variable then used with the Exact Time retrieval method instead of using a relative time.
