Add support for HTTP/2 and HTTP/3 on both the Customer Portal and the Partner Portal

Currently, both the Customer Portal and the Partner Portal support only HTTP/1.1. Please add support for HTTP/2 and HTTP/3 for both of these sites. This will make them load faster and will hopefully solve the complaints about their slow load times...
