Remove hash (#) symbol from PI Vision URL

Remove the # symbol from the PI Vision URL as some cloud based environments use the hash symbol as a special character for authentication and internal use, and break the PI Vision URLs if a user is not authenticated previously on PI Vision.

PI Vision Asset Swap may not be available if user does not have read permissions to the current element
