Fully support local viewing and storage of health and diagnostics streams and assets in EDS

Currently, the health and diagnostics streams for EDS are only viewable at the configured health endpoint such as CDS, or PI System. However, it would be useful for the exact same streams and assets that would be created on those remote endpoints to be done so locally for that instance of EDS too.

There is a workaround involving specifying the local OMF endpoint as one of the health endpoints but it is not ideal for the following reasons:

• While the streams are created, the corresponding assets are not due to typeID errors in the storage log.

• Additionally, by creating a set of Health streams in EDS, these streams are also getting created at the CDS endpoint which results in two different streams for the health information from that EDS instance.

Therefore, it would be best if the health and diagnostics stream data and assets associated with the Health endpoint are able to be viewed locally with history without also being unnecessarily replicated as streams by the egress endpoint.
