Improve Search and Results in Forum

The search in the forum is borderline unusable and would benefit greatly from improvement. Currently, the results are irrelevant*, common search methods don't work**, and hitting enter after the initial search results in an error.
*In the attached example, my search was '"powershell" min max' and the top results talk about everything but PowerShell: PI Web API, Event Frames, AFSDK, VBA, OLEDB, and so on.

**Quoting PowerShell should have ensured it showed up in the the results (note that removing quotes returned the same results).
