Pi to OCS agent needs to be collective aware

The Pi to OCS agent is not collective aware. Instead, only a single archive can be mapped to the agent. Please allow the Pi to OCS agent to utilize collectives. This increases the system's overall resiliency.

    At the bare minimum, the Agent should be able to resolve PI AF Attribute paths that point to a PI DA Collective. Even if it is not able to fail over to a different node, it should at least be able to resolve the path to one of the PI DA Collective members, to avoid having to require rebuilding PI AF structures.

    Thank you for submitting this feature request. We appreciate your interest and understand this feature is important to you. We are considering this request for a future release, but do not have plans to implement it at this time. However, we have added the request to our backlog so we may keep it in mind as we continue to improve PI to Data Hub.
