Make the PI to Data Hub Agent collective aware Merged

PI to Data Hub needs to be collective aware to support failover to other members, and collective names which are different from member names (specifically where those collective names are used in PI Point data reference attributes in AF).

We are using Data Hub to publish data to the cloud for a vendor to pick up and when I switched servers in my collective it broke the integration and caused about $10k in work from our vendor for no other reason than this deficiency.
