Create ArcGIS Feature Services and Layers with More Descriptive Names

Update the naming convention used to create ArcGIS feature services and layers to use names that more accurately reflect the services and layers stored on the Integrator side. Customer Issue: The current convention is to use numbers instead of the layer names which causes confusion when trying to locate published items in ArcGIS Online or Portal for ArcGIS.

    We have decided to decline this item for now, as we are focused on high priority work in other areas of the PI System. However, ensuring our users can leverage their operational data across a variety of tools and platforms is a challenging, but vital aspect of making sure your data is valuable and accessible, and your feedback is instrumental in helping us understand how to shape these efforts.
