Queue PI Point creation attempts if made during archive shifts

Currently, when archives are shifting, any attempts to create PI Points will be rejected with the error "Error on internal point editing call during point create for archive add point(<point info>). [-11095] Archive Shift already in progress." When the PI Point creation is rejected, the application then would need to re-attempt the PI Point creation later. This behavior can be inconvenient for certain organizational PI Point creation strategies (such as those which involve creation of PI Points via a third-party application). It is often not apparent that such attempts to create PI Points fail, and for strategies which create PI Points only periodically, there can be confusion if PI Points were expected to be created at a certain time, but will have to wait until the next creation cycle, or for a manual re-attempt. It would be more desirable to queue such PI Point creation requests while the archive is shifting and handle them later.
