Admin Option to block check-in of linking an Analysis output to a Static Attribute

It is easy for AF Users to create a new attribute with Data Reference = None (aka Static Attribute) but then assign an analysis to update its value later. When this happens, all updates to the attribute are stored in table FindChanges_AT which can get to millions of rows very quickly, overwhelm the SQL server and slow AF performance to a halt. As a checkbox option, AF Admins should be able to block check-in attempts with an error when an analysis is added to update an Attribute with Data Reference = None. The user will need to either add an output PI tag (which must exist!) to the attribute to store the changes or delete the attribute and analysis and recreate them using the choose Data Reference = Analysis (no history) type.

AVEVA has a tech support utility specifically to find this problem, however it is not available for customer download and use. Also, no errors are logged for this problem and AF Builder is not able to search/filter for Attributes with a blank Data Reference that are also connected to an analysis.
