Provide a better way to alert Administrators when PI Notifications are not working, or at least an easier way to check it.

At times, when the PI Server is restarted, the PI Notifications service does not completely restart. Or, there may be some other event that prevents the notifications engine from running. It could happen that a critical event happens and no one is notified in this case.

There needs to be a better way to verify that the PI Notifications service is up and running and expected.
