Allow Admin to control PI-Vision home page security

Currently, the PI-Vision home page is writeable to anyone who has access to save any PI-Vision displays.

I want to allow every user to be able to create & save displays like they can in PI-ProcessBook, but I don't everyone to store their personal view on the home page. Since it is the simplest, new users store their displays on the home page. This makes finding important displays more difficult, because that page becomes cluttered.

I want users to store their displays in sub-folders that I create and limit their write access to just those folders.
