Option to restrict Display and Folder sharing to only AF Identities that the user belongs to or all AF Identities

Prior to PI Vision 2024, users who had Write permissions on Displays or Folders could only see the AF Identities that they belonged to when attempting to share them. Only PI Vision Admins could see the full list of AF Identities on the AF Server designated as the DisplayGroupsServer in the PI Vision settings.

However, as of PI Vision 2024 the user permissions model was updated and now users with the Manage permission can see and assign access to all AF Identities in the same manner that PI Vision Admins can. (Note, users with Write permission can no longer manage access).

There is merit to either approach so it would make sense to have an option on the PI Vision Admin site to toggle the enabling/disabling of the "only show users' own Identities" behaviour for non-admin PI Vision users.
