Ability to View and Change PI Vision Folder Owner

In PI Vision 2024, the folder creator has the ownership of the folder. The folder owner is granted the management permission automatically.

To make it more convenient to manage the folder permissions, the folder owner should be able to view and re-assign in PI Vision like the display owner.
