Allow OIDC-Configured Vision Instances to Fallback to Windows Auth if AIM Server is Unavailable

Currently, OIDC-enabled instances of Vision rely on accessible AIM Server(s)for authentication. Please add windows fallback authentication options if the OIDC authority is unavailable or times out, as some environments are unable to enact HA AIM installations.
