Restrict Batch interface from creating Event Frames using illegal characters

The PI Interface for Rockwell FactoryTalk Batch in processing evt files used a hexadecimal character of 1f in the generation of an event frame. This results in an error when attempting to export the event frame in an xml output.

Allow using SQL as a data source for FactoryTalk Batch

Rockwell FactoryTalk Batch v12.01 allows to output batch data to a SQL database as well as EVT files. Just like with EMDVB, the PI Interface for FTBatch should be able to use both data sources.
