Enable the ability to use the UserInt1 to propagate PI to PI APS source tag name changes to the target if source collective Data Archive-level failover is configured

UserInt1 attribute contains source point ID. (Illegal configuration if source Data Archive-level failover is configured.) Source tag mapping by point ID is not compatible with Data Archive-level failover.

PI OPC Server 2017 - SDK Aliasing

With PI OPC DA Server 2017, SDK aliasing is no longer supported. It would be nice to be able to not reconfigure the client's ItemIDs and use an alias after migrating a Data Archive.
